Lorena Montes de Oca is a policy advisor in Covington & Burling LLP Public Policy Practice-Latin America through which she provides strategic advisory, regulatory advice, risk assessment, and consulting services to international clients with investments and operations in Latin America, and Latin American clients with a global presence or interest in expanding their operations overseas.

Prior to joining Covington & Burling LLP, she was a consultant for the International Finance Corporation (IFC), the Inter-American Development Bank (IADB), as well as private companies and economic development associations doing business in Latin America. In the public sector, Montes worked in different areas of the Mexican government such as the Ministry of Foreign Affairs, The Embassy of Mexico in Washington, DC, and the Trade and Investment Agency for Mexico, ProMexico.

Montes has over 15 years of experience in public policy and international trade. During this time, she has supported private sector companies and policymakers on a broad range of sectors such as energy, trade and investment, technology, policymaking and economic development. In addition, Montes has particular experience in supporting companies with complex cross border projects between the US and Mexico.

Montes earned a BS in international relations from Universidad Iberoamericana in Mexico City and MA in international communication from American University in Washington, DC.
