Ambassador Hugo de Zela currently serves as Peruvian ambassador to the United States. A career diplomat with 42 years of service, he has held various positions in the Peruvian government. These include vice minister of foreign affairs (2018-2019), permanent representative to the Organization of American States (2010-2011), ambassador to Argentina and Brazil (1997-2002, 2007-2010), member of Peru’s delegation to border negotiations with Ecuador (1997-1998), and national coordinator in the Rio Group (1996-1997). He has also served as chief of staff of the General Secretariat of the Organization of American States on two occasions (1989-1994 and 2011-2015).

Under the Secretary General of the OAS, the Ambassador de Zela oversaw the Unit for the Promotion of Democracy from 1989 to 1994, supervising elections in the region. During this time he was representative and adviser at the OAS for the Central America crisis and its pacification process.
