Lester García is a public policy executive, regulatory and government relations expert for Latin America on connectivity and ICT issues. Previously, García was head of public policy and connectivity and access for Latin America at Meta.

García has over 20 years of experience in policy development, strategic negotiations, and network building. García combines relationship strategies and technical expertise to promote relevant issues with policymakers, regulators, and other stakeholders. García is also a professor of economic and public policy issues and a recognized spokesperson and commentator on regulatory and ICT policy issues in Latin America.

García holds a bachelor’s degree in economics from the Tecnológico de Monterrey in Mexico, a master’s degree in public policy with concentrations in regulatory economics and political economy from the University of Chicago, and a doctoral degree in public policy and strategic management from the Anáhuac University.

García is an ambassador of connectivity for educational purposes at the Dialogue.
