Cláudia Costin is the founder and director of the Center for Excellence and Innovation in Education Policy at the Brazilian School of Public and Business Administration and a current member of the Arns Commission, an organization working in defense of human rights. From 2014 to 2016, she was senior director of education at the World Bank Group, and from 2009 to 2014 she was secretary of education for Rio de Janeiro. As secretary, Costin implemented an impressive early childhood program that worked across health and social sectors. She has also held positions as secretary of culture, and Sao Paulo state and federal minister for public administration and state reform. In 2006, Costin helped found Todos pela Educação, a civil society organization aimed at improving education in Brazil.

Costin has also held several positions in academia, including at the Catholic University of São Paulo (PUC-SP), Getúlio Vargas Foundation, Insper Institute of Education and Research, and École Nationale d’Administration Publique (ENAP) in Québec.

Costin earned a public administration degree from the Escola de Administração de Empresas de São Paulo, and a master’s degree in economics from the same school.
