Catalina Opazo Bunster is a program assistant specialist in the Quality and Lifelong Learning Unit, UNESCO. She has worked in research, teacher training, and educational policy management, both for universities and governmental and international organizations. She has a special interest in the design and implementation of policy to promote cultural and pedagogical change. 

Opazo is a social worker from the Pontificia Universidad Católica de Chile. She has a degree in education from the Universidad Central de Chile, a master’s degree in social justice and education from the Institute of Education of the University of London, and has a doctorate in educational sciences from the Pontificia Catholic University of Chile. She was the recipient of the National Scholarship awarded by the National Commission for Scientific and Technological Research of Chile (CONICYT) for doctoral studies in educational sciences in 2011.
