Goal 2: Improve the Quality of ECD Services
- Improve management practices that guarantee high-quality early childhood development services. This requires that countries establish quality assurance systems to monitor the quality of public and private services offered to children.
- These quality assurance systems should capture children’s development indicators, human resource capacities, as well as the basic conditions (technical, financial, and structural) that public and private providers must meet.
- These quality assurance systems must also include procedures for technical assistance and quality verification, including incentives for compliance and consequences for non-compliance.
