Sofialeticia Morales Garza is the secretary of education in Nuevo Leon, Mexico. She has served as director of Academic Planning for the National Center for the Arts and general director of International Relations for the Ministry of Public Education. In the Organization of American States (OAS), she conformed to the Inter-American Commission on Education, Culture, Social Development, and Labor. Later, at the World Health Organization (WHO), she served as principal advisor for the Millennium Development Goals and technical coordinator for the Development Agenda on education, health, and development.

Morales has been general director of Innovation and Strengthening of the Ministry of Public Education in Mexico City and professor and director of education for development at the Tecnológico de Monterrey. Also, Morales has a degree in Spanish from the Tecnológico de Monterrey. She has a master’s degree in educational science from the University of Kansas and a master’s and doctorate in education from Harvard University.
