Rocío Dutary is a lawyer specializing in human rights issues. Dutary has worked in international organizations implementing projects related to the promotion and protection of human rights in Latin America aimed at the most vulnerable populations such as women survivors of gender violence, persons deprived of liberty, migrants, and migrant and refugee children and adolescents.

Dutary has worked for the United Nations Office on Drugs and Crime (UNODC) on projects for the prevention of HIV among drug users and persons deprived of liberty. Additionally, Dutary also served as director of international relations of the Ombudsman’s Office of Panama.

As a technical specialist at IOM Panama, Dutary implemented projects aimed at strengthening resources, capacities, and systems for the attention of migratory crises in Panama. In addition, Dutary has supported the development of protection and assistance for the migrant population, mainly in the context of the migratory crisis in Venezuela.

Dutary has a bachelor’s degree in law and political science from the University of Panama and a master’s in Law with a focus on human rights from the University of Alcalá, Spain.
