Maria Ester Mancebo is a professor at the Faculty of Social Sciences of the Universidad de la República, Uruguay, and researcher of the National System of Researchers of Uruguay (Level II). Mancebo is the author of peer-reviewed journal articles, book chapters, and books on education policy. She held positions of responsibility in the main governing body of Uruguayan education, the Administración Nacional de Educación Pública (ANEP), she worked in the Montevideo Office of the Economic Commission for Latin America and the Caribbean (ECLAC) as well as in the United Nations Children’s Fund (UNICEF) Uruguay, and she has been, on several occasions, a consultant for international organizations such as United Nations Educational, Scientific and Cultural Organization (UNESCO). 

Mancebo has a doctorate in Human Sciences, with an option in education, from the Catholic University of Uruguay, master in Social Sciences, Political Science option, by Facultad Latinoamericana de Ciencias Sociales (FLACSO) Argentina. She is a history teacher who graduated from the Artigas Institute of Teachers in Uruguay. 

Mancebo was an event speaker at the Dialogue.
