Exploring the Roots and Realities of Criminal Violence in Ecuador
One year after a surge in criminal violence in Ecuador, the situation remains dire. The crisis deepened following a presidential resignation in 2023 via a constitutional mechanism known as muerte cruzada or “crossed death,” which triggered a general election. The assassination of a presidential candidate and local officials marked the onset of escalating violence, positioning Ecuador as one of the most violent nations in the Hemisphere. In November, 36-year-old Daniel Noboa assumed the presidency. His initial action was to declare a “state of internal war” and mobilize the armed forces and the national police.
What triggered the security crisis, and how did it begin? To what extent have criminal organizations infiltrated the state? How are Ecuador’s governing institutions addressing the violence? Lastly, how can Ecuador develop a strategy involving the United States and other partners to overcome this crisis?
