On April 14, 2021, the Inter-American Dialogue hosted the online event “The Covid-19 Pandemic and Prison Policy in Latin America”. The panel discussed a new report published by the Dialogue’s Peter D. Bell Rule of Law Program and authored by María Luisa Romero, Luisa Stalman, and Azul Hidalgo Solá, which examined how the Covid-19 pandemic impacted prison policies in Latin America.
On February 25, the Johns Hopkins University School of Advanced International Studies and the William J. Perry Center for Hemispheric Defense Studies held a webinar on security challenges in Latin America. Lisa Viscidi, director of the Energy, Climate Change & Extractive Industries Program at the Dialogue, spoke about China’s role in the region’s energy sector and the US response.

On December 15, 2020, the Inter-American Dialogue hosted the webinar “Rethinking Drug Policy in the Americas.” The panel discussed the report of the Western Hemisphere Drug Policy Commission, its evaluations of US counternarcotics policy in the Americas and recommendations for its reform.
On November 19, the Inter-American Dialogue hosted “A Conversation with Iván Duque Márquez,” welcoming back Colombian President Iván Duque for a wide-ranging discussion on his administration’s priorities and the future of the US-Colombia relationship amidst an incoming US administration.
On October 27, 2020, the Inter-American Dialogue hosted “Anatomy of MS-13 – Policy Implications for El Salvador and the US” using the groundbreaking publication by Steven Dudley, MS-13: The Making of America’s Most Notorious Gang, as a basis for discussion. The event featured remarks by Dudley and commentary by Sonja Wolf, and Ricardo Zúñiga. Michael Shifter, president of the Inter-American Dialogue moderated the conversation.
On October 21, 2020, the Dialogue along with the International Crisis Group (ICG) hosted “Waiting for Peace: Violence Against Social Leaders in Colombia”. Panelists debated the findings of the ICG’s new report “Leaders Under Fire: Defending Colombia’s Front Line of Peace” and engaged in a discussion on the current rise in violence against social leaders and the implementation of the 2016 peace agreement.
Covid-19 is transforming organized crime. In addition to heightening the risk of violence, the pandemic is also indirectly strengthening the social, economic, and political clout of several criminal organizations in the same way that the Italian mafia and Japanese Yakuza emerged stronger after the great dislocations of the Second World War. Crime kingpins know full well that law enforcement and criminal justice systems are overstretched, and that prisons are bursting at the seams. They also know that an economic depression is coming, which may increase the risk of violence. It is not entirely clear if governments are similarly alert.
