The following memo from the Inter-American Dialogue’s Migration, Remittances, and Development program provides a thorough update of transnational economic engagement throughout Latin America and the Caribbean.
The purpose of this memo is to note the existence of partial violations to the Central America and Dominican Republic Free Trade Agreement with the United States known as CAFTA-DR.

The measure may have the unintended result of marketing migration to those whose intention to do so was not as strong. This report recommends three differentiated steps the US should consider, including leveraging sanctions, working with the diaspora, and OAS engagement.
Nicaragua is a country where democracy and economic policy have been criminalized because the independence of state institutions is absent. The Ortega-Murillo family has chosen to enact laws that protect the status quo and not the public good. This report makes recommendations that would help ensure economic stability.
